Yves NSEKA is an experienced jurist who obtained his degree in Private and Judicial Law from Université Protestante du Congo in 2002.
Very quickly, he began his professional career in 2003 by joining the Kinshasa/Gombe Bar to take the oath and serve as a lawyer. Having a particular inclination in the telecommunications sector, he was hired, at the end of 2003, as a legal advisor within the Société Congolaise des Postes et des Télécommunications, ex. OCPT.
For 8 years, he brilliantly demonstrated responsibility, discipline, rigor, and integrity, climbing the ranks, until he held the position of Director Secretary of the Board of Directors for the last three years. Within the SCPT, he was involved in the discussions, the development as well as the materialization of certain major projects in the telecommunications sector, namely the WAC, WACS, Standard Telecom, Telkom South Africa projects and assisting as an expert in telecommunications at meetings and decision-making meetings involving the Congolese State and foreign partners. He also took part in committee meetings with experts from COPIREP (Steering Committee for the Reform of State Portfolio Companies) as part of the State’s disengagement in certain Portfolio companies.
In May 2011, he joined the company Helios Towers Infraco Drc Sarl, newly established in the DRC, as Head of Legal and Regulatory for 2 years and 6 months. He ensured the handover, in strict compliance with legislative and regulatory standards, of various closings between Milicom and HT DRC, for a total of more than 1000 telecommunications pylons. He also implemented several policies and procedures, including the Site acquisition manual, the HSE Process, the Site Share containing all lessor data, etc. and drafted the various commercial, maintenance and lease contracts with suppliers, contractors, and lessors.
From 2014 to 2019, he continued his career as a legal advisor and took part in some drafting work on the new Telecommunications Law of 2020, advocating for the liberalization of this sector in favor of a competitive private regime. Subsequently, he joined the Momentum Attorneys and Advisors structure as Senior Attorney.He has usefully advised several companies in the telecommunications and mining sector through the development of their due diligence, policies, and guidelines, in compliance with the law and regulations relating to their respective sectors of activity.
He has also shared his expertise as an independent consultant before joining Liquid Telecom DRC SA, as Head of Legal & Regulatory, also covering Compliance and HSE.
